Invitation to NGOs to implement S R Jindal scholarship scheme (Rs. 600/- to Rs. 700/- per month) to 1000 destitute children every year

Back to current letter Dtd. 11th March, 2015

Dear Sir / Madam,

Greetings from Sitaram Jindal Foundation, the CSR Wing of M/S Jindal Aluminium Ltd, Bangalore, a over 1000 cr. turnover company, dedicated to the cause of upliftment of poor and underprivileged and running on charitable basis a large no. of schools, college, dispensaries and hospital etc.

The foundation has launched a new scheme “S R Jindal Scholarship Scheme for destitute children” under which up to 1000 destitute children (street children, home- less children, orphans outside orphanages and children of the poorest of poor in BPL families) will be brought in the main stream of the society by enrolling them in Govt. / Govt. aided / private schools offering free education to such children. About 1000 new children may be added to the scheme every year depending upon the successful progress of the scheme as assessed by the Foundation and the availability of funds.

Such children can be admitted in any class from I to X std. depending upon their existing educational back ground. The age of the child should not be less than 7 years. The scholarship will continue in classes XI and XII and for graduation and beyond till the beneficiary wants to continue study in any field subject to satisfactory progress of the child in studies. For study beyond XII Std., or for undertaking ITI or other courses earlier, the child will have to apply afresh under the regular scholarship scheme of the Foundation.

The foundation will take responsibility of providing funds required for successful implementation of the scheme apart from overall supervision and administration through its Secy. General.

The Foundation would approve the names of beneficiaries after getting the proposals from the NGOs. Only those names approved by the Foundation would be considered under the scheme. In case of any fraud, manipulation or misuse of funds detected at any stage, the payment of scholarship will be stopped with immediate effect and action including police case will be taken to punish the wrong doers and to recover the money already paid. Sitaram Jindal Foundation will depute its representatives to conduct random surprise checks of all children studying in the schools as well as records.

The responsibilities of the NGOs will be

  • To identify genuine children eligible for this scheme and send the list to the foundation in the prescribed format as per Annexure -1 available in this website . This should be done at-least 3 months before the start of the academic session to facilitate the admission of such children in schools. NGOs would be fully responsible about the genuineness of the children so chosen by them. The NGO should visit the child, her/ his parents, school teacher and headmaster and make all necessary local enquiries before filling up Annexure -1

  • To motivate the parents/child to let the child join the school and study by explaining the benefits of education to the child and family.

  • To admit the child in the Govt./Govt. aided/Private school of the area where free education is imparted to such children. In many places where Govt. has given concessional land to the educational institutions, the schools are obliged to give free education to a certain percentage of poor children.

  • To assist the child and the mother or father (if the mother is not alive) to open a joint S/B A/c. in their name in a Bank or Post Office to earn maximum interest with complete security of the money so deposited. The account can be opened in the joint name of the child and the Secretary of the NGO if neither of the parents is alive. The Saving Bank A/c. can be operated either by the child or the parent if the account is jointly opened by them.

  • To closely monitor the progress of the child at frequent intervals. For this, a representative of the NGO will have to visit the child in the school at least once a month to counsel the child and hold discussions with the class teacher. A brief record of such discussions will have to be sent by the NGO to the Foundation along with the quarterly progress reports.

  • To send quarterly progress reports by email on 1st July, 1st October, 1st January and at the end of the academic session after the results are declared. The first quarterly report should also give information on the a/c. numbers of the two a/cs. of the child, name and address of the Bank, name of the Manager, his phone No., email ID and IFCS/ NEFT code of the bank with MICR no. This would facilitate electronic transfer of the funds in the relevant a/c. by the Foundation. The last report should contain the yearly progress of the child in academics and other fields. These quarterly reports should clearly indicate the percentage of attendance of the child in each month of the previous quarter. The reports should intimate any special needs of the child that needs to be attended to and any special talent of the child which can be nurtured further.

  • To convince the Head Master and make him agrees to attend to our communications whenever necessary.

  • To make full use of Right to Free and Compulsory Education Act to exercise the right of every child to get free and compulsory education in any school including unaided private schools.

  • In case, your NGO is interested in participating in this unique work of social service which is intended to help those who were denied education so far due to their poverty, please send your consent along with your organisation’s registration certificate, last three years audited statement of a/c including income/expenditure statement, and annual reports, list of office bearers with their brief bio-data and full contact details of your organization including address, telephone nos., email ID and website address. All communication with the foundation including the periodical reports should be done only by emails. Hard copies need be sent only in exceptional cases where soft cannot be sent for unavoidable reasons.

Please send your consent and other details to enable us to start the scheme at the earliest.

You are also requested to send suggestions for improving the scheme.

    N.P. Gupta, IAS (Retd.)
